The issuer of such a card will then be able to insure that if you do develop any outstanding charges, they will be covered.
Clearly, a secured credit card carries no risk to the issuer because they can use your deposit against any outstanding debts. Because of the lack of risk, the cards can be issued with little discretion, even to people with poor credit. The down side to one of these cards is that they often have annual fees that most regular credit cards do not.
Once you have obtained a credit card, you can begin to repair your credit score by using it regularly but with discrimination and, of course, by making all payments on time. By doing this, you will slowly repair your credit. In actuality, what you are doing is proving to creditors that you are capable of making payments on time and can be trusted with credit.
